It is a doable thing, but it may create some restrictions that make it the
unwanted option.

Services (Mail, Calendar, Blogger, Sites, Drive, etc.) in Google Apps can
be turned on or off by what is called Sub-Organizations.  Most of the
schools I've helped set up or done training for have opted for configuring
the student accounts in "Sub-Orgs" based on grade level, often labelled by
graduation date.

In some cases they have created a Sub-Org called "Limited Access" or some
such. Place a student account in that Sub-Org and you can turn off access
to all services except specifically what is necessary for the student to
get to and do a classwork assignment.  However, just like putting a section
of the library behind a lock and key, there will be "side effects" --
limitations and/or extra work required by the staff.

On the other hand, when it comes to managing students (and staff) I think
nothing beats "carbon based filtering". :)
