I use ReadnQuiz.  Unfortunately there isn't a STAR test to measure reading level, but the quizzes help me qualify kids for Battle of the Books and whether or not they can vote for Bluestem  
I write many of the quizzes for the books that they don't have quizzes for and the company adds them within the week.  It is significantly cheaper.
