The suggestion of using Follett's One Search  to set up free research sites is a great one.   Google Scholar is a wonderful resource but most of the resources would still require the students to go to a physical library or have a password to access online subscriptions.   I find it most useful to see if an article is in JStor--students can set up a free account in JStor but they are limited to a very small number of articles they can look at.   Not optimal.  

For $50 you could buy an ebook with unlimited simultaneous access.   There would be many ways to do that depending on what library software and/or vendors you are using.   
Salem Press offers free online access with the purchase of many of their print titles.   There are no on going hosting costs with that.   You might be able to build a research data base by adding one book here and one book there with fund raisers, etc.   Just a thought.
