Acceleration by Graham McNamee.  Can't go wrong with a clean serial killer
story. It's available in paperback and it was on the Abe list years ago.
Set in Canada, and the discussion about whether or not the ending is
believable is pretty good.

Any of the Orca titles for reluctant readers would work, but some are
better than others.  I enjoyed Safe House by James Heneghan because it's
about the Troubles in Northern Ireland back in 1999.  Most kids don't know
about that time period and you can have good discussions about religion and
relate it to our modern times. It always helps when you can bring in other
subject areas to an English classroom.
