[ISLMA-Share] Final 3 ESSA meetings!! - We need you!!

Just a quick note from the listening tour in Chicago last night. I was the
only librarian to attend and our time for comments was cut short by a
lengthy exchange during the presentation itself.

-I thanked ISBE for including a requirement that LEAs address equitable
distribution of resources and requested that they be explicit in including
human resources in that requirement.
-I mentioned the discrepancy between how librarians are identified in ESSA
(specialized instructional support personnel) vs. Illinois law (teachers)
and requested that ISBE explicitly identify school librarians as eligible
for the same access to professional development opportunities and resources
as teachers.

I am adding to that, in my submitted comments, a note that Linking for
Learning (existing, and soon to be revised) provides a program evaluation
tool to ensure that state and local administrators know what an effective
school library program, directed by a highly qualified librarian, looks
like.

On a non-library related note, I addressed the school funding problem in
Illinois that must be addressed before "accountability" demands can be
credible. The community in which the forum was held is ground zero for
disinvestment by both Illinois and CPS.
