Our grade school librarian told me about a product they use on outside their home in the summers to hang pictures by their deck. They take them down in the winter. This might be more than you need, but it's great.
3M makes this product called "Dual Lock Reclosable Fashener." It's similar to velcro but much better.  It comes in a long roll with the adhesive sides on the outside, and interlocking plastic teeth on the inside. It takes a little pressing, but really works great. (She said the black is the strongest, for some reason.)
I bought some to hang foam board signs art students made for our HS library. It sticks to the wall well, but it can be removed, too. I purchased a pack of 2 rolls, 1" x 10 ft for $30 on Amazon.

I have been using painters tape for the past couple of years.   I have found the key is to use lots of little pieces.  I go all the way around and a row in the center and if it is a big poster I do more rows like a third of the way down.  It takes time, but then it is up for the entire school year.  Some posters have been up for years.

Good morning!

I am looking for recommendations for hanging posters on cinder block walls. Three of the four walls in the library are outside walls that must get damp with the change in weather. I have about 20 laminated posters hung up, but they keep falling down. I have tried packing tape, Teachers Tape, and poster adhesive. Any one have a sure fire remedy that works for them?

I am trying for it not to cost too much money. Any ideas?
