We started letting kids take 10 for summer maybe 7 or 8 years ago. They can return in the fall or at any open school or the public library. Almost no issues (except the odd kid here or there whose family moves away with no notice, but that happens during the regular school year as well.

One teacher held a book club during that time, students could take AR tests, and we had Rosetta Stone English set up for our ELL parents to use. We used the same rules for checkout that we had during the school year, and had no problem. Our only issue was that the program was set up for the benefit of our low-income students, but they weren't the ones who used it.

(I might be crazy, but I can't see keeping them locked up, especially since a large percentage of my students do not qualify for a public library card unless they purchase it for about $350.)
