[ISLMA-Share] Checking out books for the summer

Does this fall into inter government agreements? We have some areas outside of Peoria that are not covered and they have entered into an agreement with Peoria Public Libraries for a card.

Or do I have this wrong? Curious.

Even many suburban areas are not covered. There are lots of unincorporated places and they have no services unless they pay big time.
