[ISLMA-Share] Sample Test

Here is a question for this knowledgeable library network.

A* free* student test preparation booklet is available for download as a
PDF at www.actstudent.org.  Yet it says,  "All booklets are copyrighted and
may not be reproduced or altered."  How can both of these things be true?
Does this mean that I am not allowed to print it?  If I am allowed to print
it - how many times may I print it?  I tried calling ACT and talked to two
representatives who could not give me an answer.
