[ISLMA-Share] HS Fines / Replacement Fees

I mark items as lost and send a bill to the parents after about a month.

At the end of the year, the yearbook sponsors have agreed to hold yearbooks
of those students who do not return their materials or pay for lost
items by my May deadline. Not all students have purchased yearbooks, of
course, but this is very motivating to those who have.
