[ISLMA-Share] Fines

I charge fines, but I give the kids until the fifth day a book is overdue
to start the fines at $.50  Too much to do to run after a kid for a dime!
The language arts teachers get a list of overdues on Monday, but I tell the
kids it is not the responsibility of their teachers to tell them if they
are on the list.

I've thought about changing that to a $1.00 on days when I am super busy.
However, the fines do help pay for extras I usually wouldn't have for the
kids, for example, author visits, prizes for getting more AR points than
needed for their grades, etc.  Right now my overdue fund has over $400!
