[ISLMA-Share] Fines

I'm at a new school this year that doesn't charge fines, coming from a
school that does. Honestly, I love that we don't charge them. We do require
books to be returned before they check anything else out and we check out
textbooks so kids that might not otherwise care have that incentive to
bring things back. We also check out laptops and head phones so many want
to be able to get those as well.

If they haven't turned them in by the end of the school year we do mark
them lost on their account and have the full price of the book added to
their fees. If they turn them in after that, great -- still no fines. But
if it's truly lost they have to pay for the entire book.
