I agree with everything you said, Leah.

I would not get into the game of having her purchase the book and then you
repurchasing it.  I would tell her it's not for sale and stick to the
policy you have in place.

I had a similar challenge years ago and gave the mom the policy I have in
place.  The first question asked on my challenge form is:  Have you read
the book in its entirety?  After receiving the policy and the challenge
form she chose not pursue her challenge.

Stand strong, especially during Banned Book Week!
