[ISLMA-Share] Chromebook cart management question

We have a few carts in the departments to share plus a cart in the library
lab that may be checked out by teachers. Unfortunately, students are not
assigned a particular # to use, even though individual chromebooks have  a
number on them. Damage has occurred to some, and one has gone missing, but
we cannot determine who damaged the one because students know how to erase
the history on them. Teachers are now highly encouraged to keep track of
who uses which chromebook now.
