When I was a high school librarian the students would sign in in the
morning before the first bell for study hall passes. They were first
come-first serve as space was limited. Exceptions were made if the student
could demonstrate to their study hall teacher that they has an assignment
that required them to use the library during their study hall, then they
would come with a pass from that teacher.

The only time we had to turn kids away was if a teacher brought an entire
class to the library - they took precedence over study hall sign-ins.
