What grade levels do you represent?  Is there a leveling system in use at
your building?  For instance, both of our K-4 buildings use Fountas &
Pinnell, so those book rooms are organized by those A-Z levels.  I would
say get more books for the younger readers, because they will move through
them quicker.  Also, getting buy in from everyone is important, so see if
teachers are willing to help level and organize books.  Some teachers might
have book sets they would be willing to donate, and that might help fill
out what you are able to order/give you a starting point for ordering. We
use magazine files at both buildings in our book rooms, with small labels,
and then have the books in bags so they can go out as sets.
