I had this exact same problem, so I asked the kids what I should do about
it. They heartily recommended a short quiz to weed out the non-readers.

So I created a 5 question quiz for each book. I used Google Forms and all
their scores go directly to a spreadsheet. They must score a 4 or 5 on the
quiz in order to count that book. In December and March, I go through the
spreadsheets and begin compiling the list of students who have earned an
invitation to the Bluestem Voting Party. If kids have 3 or 4 books read, I
let them know that they are close to 5 and if they do a bit more reading,
they'll have an invite, too.

So far, it has worked very well.
