[ISLMA-Share] H.S. or Adult TItle Help Needed

[Email list for the Illinois School Library Media Association]

Here's what I remember.

A mother has twin daughters that have been raised near the ocean. She has a
circus like show featuring her twin daughters, herself and many other odd
acts. There's a fire that destroys the show and her mother dies.
One twin has run away. The other twin goes to find her in New York.

Any ideas? I've tried googling words and usually I stumble onto the title,
but haven't had luck with this one.
