[ISLMA-Share] Drawing in book question

Good morning!

What would you do?

I have a student that has now returned her second library book within the
past couple of months with writing/drawing with pen on the pages and/or on
the inside of the front and back covers. Her little brother did it; this
student is a Kindergartner. I gave her a warning last time. This time I
know that I have to do something. The book is not destroyed. It is still
readable, but it has pen randomly throughout the pages. Should I charge her
the full replacement cost of the book or just a fine? Like $5.00? The book
is "Christmas Mouseling" by Dori Chaconas and is now out of print.
