[ISLMA-Share] Elementary circulation

Everyone gets 2 at a time. K teachers often limit students to one, at least
until they get used to bringing it back every week. If a class is working
on a project, a teacher sometimes asks if those students can have more for
a period of time, and we always accommodate that request.
