[ISLMA-Share] Library Policies Manual/Handbook

Just a tip here, and this comes from our district admin when we were
talking about the same thing... If you call it "policy" then it needs to be
approved by the board of education and then in order to change any part of
it, you need to go through the board.  If you call it "procedures" you only
need your admin's blessing, and if anything needs to be changed later it's
no big deal. * :o)*
