[ISLMA-Share] end of the year collection of books and fines

I had a big problem with this last year. This year, to entice everyone to
return books, I made the whole week before my ceiling date fine free.
Also, at the end of the year, student library fines get put into the
student management system as fees and those fees need to be paid when
registering and such.  There's always a couple that fall through the
cracks, but this year, so far, seems better than the last with getting the
books back. :)
