[aisle] per capita grant

I called the State Library and talked to Jeanne Urbanek  she connected me
with the person incharge.  I can't remember her name.  I was told half of
the Per Capita Grant was filled and the other half is still waiting for the
funding to come in.  It could be as late as December before we get our
money.Maybe if enough of us call something could be done about it.
