[aisle] chromebook checkout questions

Our policy is somewhat similar to Kristin's... only students with a broken
Chromebook (one that has been sent out for repairs) will receive a loaner.
If students forget theirs or it isn't charged, they need to rent one
($5/day of use). I think this sometimes helps deter repeat offenders, but
it is also written into our policies regarding Chromebook use.
