[aisle] chromebook checkout questions

We charge $5.00 dollars a day if they don't turn it in by the end of the
day, and then bar them from checking on out if they owe more than 20
dollars. We are not 1:1 and so they can use chromebooks in the classroom,
so they aren't ever really without one.
