[aisle] Loaners for students with 1:1 technology

We just started 1:1 this year. We started with three loaner devices but
quickly became a crutch for some students who didn't want to bring their
computers. Therefore, discontinued the loaner program and put the
responsibility on the student and parent. We do have a power strip in each
classroom and some additional charging station in our Research Center for
anyone to use.
