[aisle] Loaners for students with 1:1 technology

At our K-4 buildings, where the teachers have carts in their classrooms for
the chromebooks and they do not go home, we do not have any loaners.
At our 5-6 building, the library does have a few loaners in case the
students need their chromebook repaired.
At the 7-12 building, we have two carts, and about 40 loaners.  We will
give out a loaner for a repair, and with some students on their 5th year
with chromebooks they take home, there can be a high volume of repair.  We
will give out chromebooks for students that forgot theirs at home, or need
to charge their chromebooks.  We will charge student chromebooks for them,
and sometimes have between 2-8 charging.  In terms of consequences, the
best for us has been the natural consequence that if it needs to be charged
or you forgot your chromebook we will not give a loaner if we have fewer
than 10 loaners left - because we have to make sure students that need them
for repairs have them.  We have a google form that we fill out for all
repairs, and that goes to the people that repair the chromebooks.
Depending on the damage, they will assess charges from there.  Feel free to
