[aisle] copyright/citation issue - help please!

Hi,

A high school student found a source that was written as part of a
student's thesis for her Master's degree. On the second page of it, it
reads:

"All rights reserved. This work may not be
reproduced in whole or in part, by photocopy
or other means, without permission of the author."

I am wondering if the student needs express permission from the author? Or,
by citing this source, is that enough?

(This sounds like a stupid question, so sorry if it is).
