 Hi Tricia,Not sure which setting specifically you're looking for, the one I needed recently, allowing students to 'Place holds on available copies' was in a different area.  If you happen to be looking for that, it is:
- Admin - Access Levels - Patron ** or whatever access level they have** - click on the Pencil to edit- Patrons tab- Self-Empowered Patron Access section - 'Place holds on available copies'
