[aisle] per capita grant question

The form we fill our every year asks how you spent the *previous* year's
grant money, so I don't think it really matters.  Ultimately the State
wants to know how the money was actually used.  I attached a photo of what
that page on the application looks like so you can see how it's worded.
I'm thinking Library Equipment perhaps?
