[aisle] [CPS Libraries] plaigiarism policy and prevention

I'd be interested as well in how Google Originality Reports compares to
Turnitin (other than it's much less expensive!). I believe we gave up our
Turnitin subscription this year and a few teachers have checked out
Google's feature.
