[aisle] rubric for resources

I am not posting usernames and passwords, this is the version for the
website.  However, as I try to make more of these, for instance, a math
resources Smore, or an ELA, etc, I want to make sure I am picking really
strong resources.  Right now I am getting emails and lists from vendors,
facebook groups, teachers, etc, almost daily and there are so many
resources it feels overwhelming, especially when it is just a list of
links.  I thought I would start to go through those with a topic focus, and
choose some of the most useful ones.  However, I thought it might serve me
well to have some criteria for choosing.  That is what I mean.  I hope that
clears it up!
