[aisle] Lost book fees

Our district does the same, affectionately known as the "District Black
Hole."  As far as HAVE to, in my mind that remains debatable.  I have
looked at the state statues for this information, and while it addresses
accessed *fees*, it does not mention *fines* (at least, it didn't a year
ago when I looked).  I personally think putting this into a district pot
without purchasing the book is wrong.  If I were a parent and paid for a
lost book, I would expect the district to purchase that book.
