[aisle] Lost book fees

Unfortunately this is very common, and part of it is accounting. But part
of it is also awareness. When this happened to us year after year, I
finally went to our principal with a spreadsheet showing the year's losses,
and the dollar amount. He seemed surprised. After I did it for a second
year, we started getting the money back.

They can't route the fine revenue right back into your budget line item,
but they (or you) can keep track of the fine revenue going into the General
Fund for the year and re-allocate it back to your budget the next year...
