[aisle] Lost book fees

We are in the midst of becoming a library that functions just like the OP.
I am now telling my students they can replace the book on their own with a
NEW copy, same format, before getting charged the price I would fine them
for the replacement.  I know I won't get as good a quality book, but at
least I'll get something instead of nothing.
