[aisle] Lost book fees

Can the district create a Library Account within the General Income Fund to
earmark your "income" for spending? Sometimes we will use that money to pay
for lost books to other libraries when our students cannot reimburse us.

In my scenario, one building has a separate Library Fund, one building has
a General Acivity Fund but is willing to spend out of it for library needs,
one building has a General Activity Fund with several sub-accounts of which
one is the Library.
