[aisle] Missouri Chapter Statement on Elimination of Fines or Fees for Overdue and Lost Books

I didn't charge for lost books during our closure last year, but still will
for subsequent years. Even if students have lost books, I let them check
out others.

I do not charge daily fines.

They still need some accountability on lost books in my opinion.
