[aisle] Missouri Chapter Statement on Elimination of Fines or Fees for Overdue and Lost Books

We've never charged overdue fines, but have required students to pay for
materials lost or damaged beyond use. During COVID we haven't required any
payments at all.

I agree that some accountability is needed, but at the same time I'm
wondering about the whole financial issue,. I want to see the effects those
policies have vis-a-vis our 50% FRL/LMI students vs. the financially secure
students.

On the other hand, eliminating payments altogether concerns me, as I'm not
confident we'll ever get the funds to replace the lost materials.
