This is an area of need! Authors, here's your chance!

For historical fiction (not biographies) you could try:

*Covered Wagons, Bumpy Trails* by Verla Kay ©2000 is an F&P Level J
*Sugar snow ©1998 *adapted from the Little house books by Laura Ingalls
Wilder F&P Level J but the graded reading level is 3.9
*Smoky Night* ©1994 by Eve Bunting F&P Level K
*Dust for Dinner* ©1995 by Ann Warren Turner F&P Level K
Those are high for first grade, but as low as I could find. They are also
OLD!

You could look at
*The book boat's in* by Cynthia Cotten ©2013 is listed at reading level 1.8
*We March* by Shane Evans Shane ©2012, 1.2.
*Terrible Storm* by Carol Otis Hurst ©2007, 1.7
*Gold Fever* by Verla Kay ©2003, 1.5

I also found the attached list which is leveled by F&P.
Not many historical fiction books available at that reading level.
