[aisle] Food in the library?

Pre-covid we allowed cold food such as sack lunches or snacks. We haven't
allowed any food due to masking and other concerns. We will probably go
back to our previous policy.. However, kids have to be doing work or
checking out books; we are not an alternative lunch room.
