[aisle] Catholic School Collection Dev Policies

I am new-ish to my position and it dawned on me that I haven't seen a
detailed collection development policy that goes over selection, requests
for reconsideration, etc. After reading some of the Abes I realized I
should probably get one in place, and soon, in the event parents, faculty,
or other members of the community have questions about materials available
in our Library.
