Library Media Programs are listed among the Illinois Instructional Mandates 22-23<https://www.isbe.net/Documents/IL-Mandated-Units-of-Study.pdf> (formerly Illinois Mandated Units of Study). Specifically, it states that “Each school district shall provide a program of library media services for the students in each of its schools that meets the requirements outlined in 23. Ill. Admin. Code 1.420(o).

I have contacted the Illinois State Library and looked on the AISLE site. I have also tried to get in touch with RAILS. Where does it state the requirement to have a certified librarian in a school district?
