[aisle] Late Fees for Books

When I started as the librarian last year, I immediately did away with
overdue fines. I didn't really see the purpose and it was going to be a lot
of work on my end to enter the charges into students' Skyward Accounts. I
do bill students for damaged books and, eventually, for lost books (again,
charges go into Skyward). If a student brings the book back and it is still
in good condition, then I remove the fee.
