[aisle] Adding titles in destiny

Hi,
I had this problem last year.  It turns out that somehow the search
Alliance + option was turned off at the district level.  Once I enabled
that adding titles worked much better.  I know that I didn't turn it off,
and since I'm the only one with access to the district level I have no idea
how it got turned off.
