Mary, do you have access to Microsoft Forms? One of the question types you can use in your form is ranking and allows for the answers to be dragged into order.

While I have not created a survey with the site, I had a company use Survey Monkey. I believe it is Free for basic use however there is an educator discount if that is helpful.
