[ISLMA-Share] lunchtime in the library

We've had the same issue in the past where library time turned into "coffee
club."  We do have specific rules and guidelines students need to follow
because we are 1:1 so students can do most of what they need to in their
study hall classrooms.

The library can be used for group work, but they must have a pass signed
from the teacher who assigned the project.  They can also check out books.

Otherwise for individual work and silent reading they stay in their study
hall which is also quiet.
