A district needs to have someone identified as in charge of the library
program for the school district. In some cases, they have contracted for a
number of days from a librarian in another district. IF that person isn't
certified, I believe that they are supposed to be working on improving
their library education or taking some professional development in library
science. I can't remember the exact phrasing of the item. However, each ROE
would be able to interpret that as they wish in general.
