[ISLMA-Share] Lost materials and fines

We do the same thing for prom -- all fees must be paid. (I then make a big
cash donation to the after prom party for prizes.) Then we catch the rest
at graduation.  So our fines just carry over from year to year.  It catches
up with them in the end.  We don't have a lot of overdue books -- either
they are lost (and then I don't care when they pay for them) or they
eventually bring them in.  I do go hunting towards the end of the school
year, especially for ILL books.

We have a lot of charitable fundraisers (Pennies for Patients, St. Jude,
Spare change drive for local food pantry) and we always advertise that all
fines paid during those times are donated. In the past I have had a "fine
free day" or two -- to encourage kids to bring back long overdue books.  I
haven't done that lately because we just don't have that many overdues.
