[ISLMA-Share] Chrome Book check-out help

I was just informed that the library will be receiving a Chrome Book cart
of 12-24 computers that the students will be available to checkout starting
this Fall.  I'm in a high school, and we currently are not 1:1, but we do
have a number of Chrome Book carts located in various classrooms, but the
students are not allowed to take them from the designated classroom
location.

The purpose of my cart, purchased by my library funds, is so students who
don't have access at home could now have an opportunity.

So, I have a gazillion questions on how this is going to work, and I need
your help.  If you have a policy where students may check out devices, how
does that work in your school?  How do I keep it from becoming the same
kids everyday?  Or should that matter?  How do I really know they don't
have access at home and just want a machine to play games and watch videos
on?  What happens when it's broken, not returned,   etc., etc., etc.?

I have yet to speak with any admin; the tech guy told me.  :/  I just want
somewhat of a plan ready and not walk into chaos in August.  Oh, and my
last day before summer break is tomorrow.
