I do allow checkouts if the book is less than 1 month overdue.  However, once the book is a month or more overdue, I follow the same procedure you stated above.

When I set procedures for my library, I try to keep in mind what my end goal is. My goal is to encourage students to read as much as possible. While I think the responsibility piece is important, it is not my main goal. When I set limits on how many books students can have checked out at a time it is only based on how many I think we can shelve when they are returned. If a student is allowed to have 5 books out, it does not matter if some of those are overdue (although we do send notices once a week as a reminder).

Obviously, procedures are going to change based on our situations and grade levels served, but I do think our procedures send a subtle message to our students about what we really think is important.

For overdue books, I have offered this month for kids to read off their fines.  They can come in before school or during lunch.  I don't let them read off a lost book.  Maybe you could offer if they bring in their overdue books, they get some small reward--computer time, sitting in a special area of the library for the lesson, pass to the front of the lunch line.

We have the same policy--if a student does not return his/her books, then he/she is not allowed to get new ones until the others have been returned. K gets one book, 1st starts out with 1 but earns a second, 2nd gets 2, and 3-6 gets up to 4 books at a time (athough most seem to stop at 3). I don't charge any late fees.

I am a K-5 school we have classes every week, K-2 gets One book a week
3-5th get two books a week, or a book and magazine.
If the book is overdue they cannot check out until the book is returned. If they cannot find it they have to pay for it. We send notices home with the student. If it is still not returned we call the parents (we haven't had to do that often) if they still an't find it they pay for the book, if they find the book we refund the money.

The parent saying she doesn't understand the policy is confusing to me, we go over our expectations, responsibility, rules, etc  in the beginning of the year. What if a student has one of her child's overdue/lost books on hold???
What s her response to that, glad she loves to read hopefully she can go to her public library.

Hello!  I need your help!!  I'd love to hear what your circulation polices are, and your rational for what you believe is reasonable with regard to student circulation.

Our current policy for PreK - 8 circulation is:

PreK-2 -- 1 book/1week
3-5 -- 2 books/2 weeks
6-8 -- 3 books/2 weeks

  *   Email reminders go out to parents the night before library class.
  *   Overdue notices go out once a week indicating the number of days the book is overdue, i.e., Friendly Reminder -- Your book is 14-21 days overdue.
  *   When a book is overdue, check-out privileges are suspended until the book is returned or replaced.
  *   After 30 days we consider the book lost and charges or replacement are attached to the account.
  *   Book check-out resumes after the account is settled.
  *   We do not charge daily late fees.

The policy is clearly stated in our community handbook but a parent is complaining that this policy is unreasonable and saying her child should be able to continue to check-out books even if they have an overdue book because she loves reading so much.  (You guessed it -- this is a parent whose child is chronically overdue and has lost numerous books over the last three years.)

I need to meet with admin this week about this complaint, and am looking for information about what other schools do.  I'd love to hear what your policy is and for what grades it applies.  My pedagogical reasoning is that the policy helps teach responsibility, encourages executive functioning, prepares children for the real world, and teaches children to share in the context of a community.  Also, it is my fiscal responsibility to protect the integrity of the collection.
